Elbert County is embarking on the exciting process of updating its Comprehensive Plan, a crucial roadmap for the county’s future. This plan serves as a long-term vision, guiding decisions on land use, infrastructure, housing, and environmental preservation while ensuring the community’s values and priorities are at the forefront.
What is a Comprehensive Plan?
A Comprehensive Plan is a strategic blueprint that helps communities shape their future. It outlines goals, policies, and priorities for development, striking a balance between growth, sustainability, and the quality of life for residents. Typically spanning 20 years, the plan provides direction for future zoning regulations, transportation improvements, economic development, environmental conservation, and capital investments.
By updating the Comprehensive Plan, Elbert County ensures that it remains a thriving and well-balanced community, one that addresses the needs of its residents while preserving its rural character and natural beauty.

Community engagement is crucial to the success of implementing the Comprehensive Plan, as the Plan should reflect the community’s needs and vision. To achieve this, there will be a series of opportunities for community engagement. The goal is to reach as much of the Elbert County community as possible.

Share your thoughts and feedback by taking the community survey between July 22 and September 26. We want to hear your vision for the future of Elbert County! The survey will play a role in establishing the Comprehensive Plan’s vision and goals, as well as inform policies and strategies.
Your voice is vital as part of this public process leading to the updated Comprehensive Plan. One of the ways we invite you to engage in this process is through this survey. Survey responses will be used to inform decisions that ensure that the Comprehensive Plan reflects the values of Elbert County communities while also managing the expectations of the business community and stakeholders who play a role in this beautiful place, we call home.
All individual responses are kept confidential. The combined responses to this survey will be shared and discussed with you at upcoming open houses and live town hall meetings; and the findings will be posted on the County’s website.

Frequently Asked Questions
No, the Comprehensive Plan does not directly change zoning. The future land use map will assist in guiding future development decisions; however, County Regulations would not be amended upon Plan adoption. The Plan serves as a guiding document to identify where land use types are appropriate and guides future updates to the Zoning and Subdivision Regulations.
Land use refers to how land is actually utilized (e.g., residential, agricultural, commercial), while zoning refers to government regulations that dictate how land can legally be used.
